President Cristina Fernandez de Kirchner - who is seeking re-election - is expected to win the most votes.
The main focus is on whether a strong opposition candidate will emerge to challenge her.
The main parties have already chosen their presidential candidates, leading some critics to describe the primary as a mere dress rehearsal.
Others have dismissed it as a very expensive opinion poll.

Participation is mandatory but it was unclear how many of the electorate would actually turn out to vote.
Nine opposition presidential candidates are standing in the primary.
The most prominent are the former President Eduardo Duhalde - who is a dissident member of the governing Peronist Party - and Ricardo Alfonsin of the opposition Radical Party,
who is the son of a former president.
Also standing is the left-wing governor of Santa Fe province, Hermes Binner.

After casting her vote in the southern city of Rio Gallegos, President Fernandez hailed the primary as "historic" and a "qualitative leap" for Argentina.
More than 1,000 people have joined a protest in Mexico City against the government's strategy in the fight against drug gangs.
Carrying banners and pictures of dead relatives, the activists marched in silence to the presidential palace to demand peace.
The protest was led by the poet turned activist Javier Sicilia, whose son was killed earlier this year.

He wants President Felipe Calderon to pull the army off the streets.
The activists are also demanding changes to a national security law reform being considered by Mexico's Congress, to give citizens more protection from the security forces.
'Failed state'
More than 35,000 Mexicans have been killed in drug related violence since President Calderon began deploying troops to fight the drugs cartels in December 2006.
But Mr Calderon insists there is no viable alternative to his strategy of using the military to confront the gangs.

At the start of the protest, Mr Sicilia declared that Mexico was a failed state.
"We have to renew it, it has been turned into an authoritarian state, instead of a tolerant and democratic state," he said.
He also condemned the proposed reforms to the national security law, saying it was aimed at legitimising the use of the army for internal security.
Critics of Mr Sicilia's Movement for Peace with Justice and Dignity say it is wrongly focusing its anger on the government instead of on the criminal gangs responsible for the
violence.

Most opinion polls predict Ms Fernandez, 58, will win a second term as president.
This primary will give the clearest indication yet as to whether she will be able to win outright in the first round on 23 October.
Ms Fernandez needs 40% to avoid a second-round run-off, as long as she also has a 10-point lead over her nearest challenger.

Otherwise, 45% is required to win outright.
It had been expected that Ms Fernandez's husband and predecessor as president, Nestor Kirchner, would bid to succeed her.
But he died of a heart attack last October at the age of 60, and in June Ms Fernandez confirmed she would seek re-election.
President Fernandez retains strong popularity, based largely on Argentina's strong economic growth, as well as her efforts to reduce poverty.

Supporters also credit her and her husband with steering Argentina out of a deep economic crisis a decade ago.
However, she has angered Argentina's farmers by increasing taxes and restricting exports.
Critics also accuse her government of deliberately understating the inflation rate.
